What Is Titanium Dioxide?

Titanium dioxide, also written TiO2 and historically identified as E171 for food use in Europe, is a white pigment produced from naturally occurring titanium-containing ores. In foods and confectionery, its primary role is color: it can make a product appear whiter, brighter, or more opaque.

It is not a preservative, sweetener, gelling agent, or source of nutrition. In a gummy formula, titanium dioxide primarily changes appearance rather than the structure that gelatin, pectin, sugars, acids, water, and other functional ingredients create.

What Are the Benefits of Titanium Dioxide in Gummies?

The practical benefits of titanium dioxide in gummies are visual. Depending on the formula, concentration, and color system, manufacturers have used it to:

  • Increase opacity. A translucent gummy can become more opaque, reducing the amount of light visible through the finished piece.
  • Create a whiter base. A lighter base can be useful when a formula is intended to appear white, pastel, or less transparent.
  • Improve visual color consistency. Reducing transparency can make the apparent color of finished pieces look more uniform under different lighting and against different backgrounds.
  • Change the appearance of naturally tinted formulas. Opacity can help reduce the visual effect of some underlying color from the gummy base, although the result depends on the complete formulation.

These are manufacturing and appearance benefits. Titanium dioxide does not make a gummy healthier, increase its active-ingredient potency, preserve it, prevent microbial growth, or automatically extend shelf life.

Why Is Titanium Dioxide Used in Candy and Gummies?

Many gummies are naturally translucent because their gel system and dissolved solids allow light to pass through the piece. A white opacifying color system changes that optical appearance. This can be desirable for branded colors, white gummies, pastel gummies, layered products, or formulas where the manufacturer wants less transparency.

The final result depends on more than the colorant itself. Formula pH, heating, mixing, other colors, flavors, oils, active ingredients, deposit temperature, curing, coating, and storage can all affect the finished appearance. A color system should therefore be tested in the actual production formula rather than evaluated only in water or a bench sample.

Is Titanium Dioxide Allowed in Gummies in the United States?

As of this review, the U.S. Food and Drug Administration permits titanium dioxide as a color additive in foods under 21 CFR 73.575, subject to the regulation's specifications and conditions. FDA states that the quantity of titanium dioxide must not exceed 1% by weight of the food.

FDA also states that it is reviewing a color additive petition filed in 2023 asking the agency to repeal the authorization for titanium dioxide in foods. That review means manufacturers should not treat the current rule as something that can never change.

Federal permission is only one part of a commercial compliance review. Manufacturers should also consider the finished product category, state requirements, retailer standards, customer specifications, labeling, supplier documentation, and the rules of every intended sales market.

What Is the European Union Position on Titanium Dioxide?

The European Food Safety Authority concluded in 2021 that titanium dioxide could no longer be considered safe when used as a food additive because a concern for genotoxicity could not be ruled out. The European Commission subsequently adopted Regulation (EU) 2022/63 withdrawing authorization for titanium dioxide (E171) as a food additive.

The regulation entered into force in February 2022 and included a transition period through August 7, 2022 for foods produced under the previous rules. For current product development, a gummy intended for the EU market should not be formulated on the assumption that E171 is an authorized food additive.

This is an important example of why a formula intended for several countries cannot automatically use the ingredient rules of the United States as a worldwide standard.

Is Titanium Dioxide Safe in Gummies?

There is not one worldwide regulatory answer. U.S. and EU authorities currently take different regulatory positions. FDA continues to permit titanium dioxide for food use under specified conditions while reviewing a petition concerning that authorization; EFSA's 2021 assessment concluded that a concern for genotoxicity could not be ruled out, which led to the EU withdrawal of food-additive authorization.

For a manufacturer, the practical approach is to avoid broad claims such as “safe everywhere” or “banned everywhere.” Instead, determine the rules that apply to the actual formula, product category, manufacturing location, and sales markets.

Does Titanium Dioxide Improve Gummy Shelf Life?

No. Titanium dioxide should not be treated as a shelf-life ingredient or preservative. Gummy stability depends on the complete formulation and process, including factors such as water activity, solids, pH, sanitation, curing, coating, packaging, oxygen and moisture exposure, and storage conditions.

A white or opaque gummy can still have poor stability if the underlying formulation or packaging is not controlled correctly.

Do Gummies Need Titanium Dioxide?

No. Titanium dioxide is not required to make gummies. Clear, translucent, naturally colored, and titanium-dioxide-free gummies can all be produced. Whether an opacifying system is desirable is a product-development decision based on the target appearance, ingredient policy, label goals, sales markets, and customer requirements.

Manufacturers developing products for multiple markets may choose to formulate without titanium dioxide from the start so one color system can be used more broadly. The best replacement is formulation-specific and should be tested through heating, depositing, curing, coating, and the expected shelf life.

What Should Manufacturers Verify Before Using Titanium Dioxide?

  • Which countries and states will manufacture or sell the finished gummy?
  • Is titanium dioxide permitted for the specific food category in every target market?
  • What concentration limit applies?
  • What ingredient-statement or labeling rules apply?
  • Do customers, distributors, retailers, or contract manufacturers prohibit the ingredient even where it is legally permitted?
  • Does the supplier provide a current specification, certificate of analysis, and documentation appropriate for food use?
  • Does the color system disperse consistently in the actual gummy formula?
  • Does the desired appearance remain stable after depositing, curing, coating, packaging, and storage?

Titanium Dioxide in Commercial Gummy Production
